In November 1984 American Express Leasing Company,Bank,Chang Hwa Commercial Bank-cum-delivery jointly invested in Leasing Co., Ltd., and on January 4, 1985 it was open for business. It was engaged in machinery and equipment, tools, instruments of the lease, sublease, then leasing and sales, and transportation equipment rental and sales, etc. In May 1993 it changed its name to China Leasing Co., Ltd.. In November 1993 the Securities and Exchange Commission approved it to go public. In August 1994 it established Huaxia Ying Virgin Islands company HWA-HSIA (BVI) CORPORATION. In June 1998, it went listed and became the first domestic OTC leasing company. In May 2000 it invested in all shares of the overseas companies called Capital Aviation Corp. and Diamond AviationInc.
