Northern Capital Highway is established on 14 March 2011. The Company is consortium that implements the Agreement on the establishment and operation of a public-private partnership "Western High-Speed Diameter" highway concluded with the Saint-Petersburg and AO "ZSD". Consortium members are VTB Capital, Gazprombank, the company Astaldi (Italy), Içtaş Inşaat (Turkey). MCC is funding and organizing the construction of the central area of the "Western High-Speed Diameter" and takes into operation the entire highway as part of a 30-year concession.
