The company was set up in 2005 when local state-owned power utility ESM was restructured into three separate units - ELEM (generation), MEPSO (transmission) and ESM-Distribution. In December 2005, the government decided that ELEM will be the owner of the non-core assets of the former utility - two factories for equipment and parts and seven firms for production, catering and tourism. The company has five hydro power plants, two thermal power plants and three surface mines. It is also active in the production of energy from renewable sources, especially wind power. ELEM produces 5000 GW/h electricity annually from the thermo power plants and 1200 GW/h electricity annually from the hydro power plants. Currently, the company has 8 subcidiaries active in various fields such as hospitality and tourism, building materials, food industry, equipment and parts, transport and repair services.
