In early 1964, the Management and Planning Organization (formerly the Plan and Budget Organization) employed French Petroleum Institute (IFP) to run a feasibility study on the establishment of Petrochemical Industries in Iran. After completing the necessary inspections, the IFP recommended the establishment of a Petrochemical complex to produce P.V.C. (raw material for Plastic), D.D.B. (raw material for Detergents) and NaOH (Caustic Soda) in Abadan. The reasons for this choice of location were presented as:
In 1973, the decision was made to implement a development plan to increase the production volume of the P.V.C Unit up to 40 KT per year. The new, extended unit started to work in 1975, but in effect the production volume never exceeded a yearly 34 KT. In 1979, the Iranian National Petrochemical Co. acquired all the shares of the foreign partner, thus becoming the sole shareholder and owner of the Abadan Petrochemical Company.
