Local thermal power plant Maritsa 3 TPP AD, which was commissioned in 1951, is located in the southern town of Dimitrovgrad. The power plant features a 120-megawatt power block and a steam-boiler installation.
In the spring of 2003, Bulgarian government floated a 49% stake of the power plant on the local bourse. In May 2003, Sofia-registered firm Topgroup – controlled by local energy sector heavyweight Hristo Kovachki – acquired the stake for EUR 3.4 million. The businessman gained control over the plant in November 2003 by purchasing another 2.0% of the plant's equity. In December 2003, local company Draft acquired a 46.01% stake in the utility for an undisclosed sum.
In August 2006, Bulgaria's energy regulator granted a trading licence to the private thermal power plant to buy and sell electricity on the domestic market.
