Balgarska Zahar, which is based in the northern town of Dolna Mitropolia, used to be one of the largest sugar plants in Bulgaria.
The company halted sugar production in 2001 and stopped production of sweets and biscuits a year later due to lack of financial resources.
Since 2002, the company derives its revenue from one-off services.
A 50.5% stake in the enterprise was transferred into private hands after the second wave of Bulgaria's voucher privatisation programme.
After the sale, a 26.3% stake of the plant is controlled by Zahar Invest company, which is owned by local businessman Grisha Ganchev.
